At the time of the battle Benito Juarez was the president of Mexico and the French army was considered the strongest after the battle of Napoleon. Mexico didn't have much control at the time because they were in a big debt and had no control. For them to be i a big debt in didn't help them with the treaties and deals they were making. It made everything go down the drain for Mexico.
When the French armies were still located near the shores and some soldiers were patrolling a small are near a town a couple of people within the town saw them getting near the town and with riffles in their hands, they over reacted and thought that the French armies were going to start a war.
